Turbo oil feed and return lines dont show any signs of leaks, but there is this black sooty material that has accumulated on the lines and the turbine side. I checked the PCV breather hose and there was no obstruction. I did note there was an accumulation of oil in intake just past the hose.

You can set the idle speed manually but the IAC controls the idle. I hate to say it but it also sounds like a vacuum leak. Setting idle has been cov ered several times on this forum. Frosted, 1. inspect the egr, replace both egr spacer gaskets and do what Juan suggested by turning the motor over w/o plugs to air it out.
It was not leaking at the gasket between the EGR valve and the engine. It was leaking from the middle of the EGR part itself, in the center rod part. The EGR valve does have another paper like gasket there but its an internal gasket in the middle of the EGR valve.
